Know what you need to subscribe and deliver telephone, water and electric meter services
In this article, we will learn about the procedures necessary to participate in basic government services: landline, obtaining a drinking water service, as well as contracting an electric meter.

We will save you from going to lots of unnecessary places, or having incomplete papers so you have to repeat the visit.
First: the landline
Paperwork:
- The original national ID card and a copy of it, or a passport, or a driver’s license showing the same address as the landline.
- Ownership contract or lease contract, or utility receipt (electricity, water or gas) bearing the name of the line-owner and a copy of it, or whoever acts on his behalf under an official power of attorney, with the power of attorney showing, and that he/she also holds the owner’s ID card, as well as the lease contract.
How to contract for landline services:
You can visit the Telecom Egypt website to find out the nearest telephone exchange to your place of residence, and its opening times. Alternatively, you can call the Customer Service Center at 111 to find out which telephone exchange you should go to.
There, you will be asked to fill out a phone line order form, where an appointment will be scheduled for inspection to see if you can enter the landline on one of the cables in your area.
- Total fees for ordering, installing and contracting on the home line, including a 3-month subscription in advance for the WE Landline 20 package, in addition to a service showing the caller number are EGP 160 excluding VAT.
- Within 10 working days, your landline will be ready to receive the information.
Note: The “WE 20” package is the main system, and it contains 120 minutes locally monthly. As for obtaining the service of showing the caller number, it is worth EGP 20 per month.
Second: Get water services
Paperwork:
- Requesting a water delivery service (obtaining it from the headquarters of the water company).
- A copy of the ownership document of the apartment (the contract).
- A copy of the owner’s national ID card, or whoever acts on his behalf, under an official power of attorney, along with a power of attorney.
- Receipt of electricity, gas or telephone.
- Receipt of water to the building in which the residence is located (for the purpose of knowing the area number and subscription number).
- A letter from the local unit for buildings established after 1992 by the real estate taxes for established buildings.
How to contract a water meter:
- Go to the water company branch of the governorate or region.
- Ensure that all required papers are fulfilled and submitted to the Customer Service Officer.
- Paying the amount of inspection fees during contracting, and determined according to the region of residence.
- Communicating with the applicant to determine the date of the field inspection, and to determine the amount of the cost estimate, and to be paid in the branch within 6 working days.
- Issuing the work order, and carrying out the cost estimate within 7 working days, after which the subscriber gets the drinking water delivery services to the residence.
Third: get a prepaid electric meter
Paperwork:
- A copy of the national ID card.
- The original ownership contract of the unit in which he wants to install a prepaid meter, or the lease contract.
- Power of attorney from the unit owner in the absence of the owner.
- Pay the fees for the prepaid counter.
How to contract a prepaid electricity meter:
- Go to the electricity distribution company of the area where your residence is allocated.
- Submit the contract application on a prepaid meter, and you can get it from the company’s headquarters.
- Submit all required papers mentioned above.
- Paying the meter installation fees, which vary according to the area of the residence and the neighborhood, and start from EGP 700.
- Pay the first “charging card” fee, which is EGP 100, as the meter is charged by the amount of the card.
- The charging card is placed in its slot inside the meter in order to read the value of charing and register it to obtain the service against the paid amount, then wait until the warning lamp turns off, and a message “Accepted Card” appears, and then pull the card from the meter.
- Recharge the card before the remaining balance is finished, to avoid interruption in service.
